I think you are spending more time figuring out how to poke holes than figuring out how to make it work and therein lies the problem with America. We're all fat and lazy and don't want to solve problems. We'd prefer to argue. Too bad. If it were me, I would take the shit out of gasoline, just like they do in Europe. Then all sorts of things would start to happen and we could use those tax revenues to fund much of what I have proposed in previous posts. That could help my proposals be net cost neutral to the gov't.
