why couldn't the existing trusts be permanently grandfathered as they were, but not permit any new ones going forward?

as far as your comment on capital markets, is every business likely to grow ? can they all grow, or are some businesses really unable to do anything but maintain a position as a mature company? Perhaps these are best suited just maintaining the mature company position, not doing anything wild with their capital and giving shareholders a reliable and steady payout of 7-10 % a year...is there not a place in the business landscape for such a company ?
