Tim all kidding aside,
I would say that is because it passes right through what we consider contiguous Canada. The more northerly claims (everything north of Canada) are more akin to a 200 mile dispute and we can be rational about that even if our policy makers are not. To us the NW passage is no different than then Mississippi system is to the US. I mention the war canoe only to point out that if we had the military capability of the US this issue would be moot.
