From your perspective, I gather it would have made little difference. But from a different one, one that cherished a foreign policy constructed out of multilateral conversations, based in international rules (respect for Kyoto type agreements, etc.), I think it would have made a large difference.

Kerry would have drawn his foreign policy team from the middle and left of the CFR; whereas Bush's foreign policy team comes from somewhere off to the right of it.

There would also have been much more attention to structural deficit issues, to shoring up the safety net, etc.
