Sorry to hear that, Ish. But, you got scammed. There is no "VA guy." The VA makes payments either directly to the vet for educational expenses already incurred, or to the school if they've signed up to handle the claims paperwork.

To my knowledge, there is no "two year wait."

You might want to check with the VA office in your region to see exactly what your status is. If you can't get any info, I strongly suggest you visit your nearest service organization (American Legion, VVA, VFW, AmVets, etc) and ask them to help you in dealing with the VA. The VA is a big, hardheaded bureaucracy, but there are groups out there who will help you out for free.
