Bush could not have extended more olive branches than he did the last couple of days, at least in his rhetoric. He knows he can't pass anything the Dems hate, and vice versa. So he has little choice for now except to look for common ground.

As 2008 rolls around, politics may get more partisan. With Bush not running, however, he can afford to be magnanimous and aim to achieve a few big things like immigration reform in partnership with Congress.
