Yes, I agree that would be ideal. But then you wouldn't have a way to determine who had paid what into the system. Present Social Security benefits are based on what was paid in.

I don't think that this is an unsolvable problem, nor do I think that such details should get in the way of seeing the bigger picture on this.

I do wonder how the transition from an income tax to a national sales tax could be managed. It might be extremely chaotic, and create a lot of opportunities for "gaming" the system.
