It's my technique for pointing out the fact that the republicans have no current viable plan for establishing a successful state in Iraq. My personal opinion is that they had a plan, and that plan failed miserably. The plan as I see it was to create Iraq as a client state of the US and a US free trader's dream state. The problem with that plan was that there was nothing in it for the Iraqi people. Not even jobs. When that became evident to them they chose to revolt.

I laud the fact that that are now trying to come up with a different plan, with Baker getting involved. I hope the plan they come up with contains more common sense than the original plan did.
