Yeah the money is spent on other things. Sure the SSA gets special bonds from the government for the money sent to other spending, but that fact is pretty meaningless. The bond, is like an IOU from your left pocket to your right pocket. We have one federal government which includes the SSA, so its just "lending money to itself". In this case the right pocket "lends" the money to the left pocket who spends it and gives an IOU to the right pocket. Does the "right pocket" really have an asset? Is the question even meaningful?
