I realize English is your second language, but I have no idea what you are saying here. You may not understand that the government in Vietnam would like to see their ethnic minority tribes just die off. They deny them access to any modern convenience, opportunity, or chance to get ahead. They also do a great job of isolating them and keeping them out of view.. are you saying it's their fault they can't take care of themselves?
