Hitler was a fascist. Do u understand geographical constraints? Transportation limitations? In Hitler's time, in order to maintain control it had to be done regionally. Today with wide spread transportation and shipping networks, control is much easier done externally, through free trade iniatives, thanks to the huge differential in living standards, slavery is not needed per se. Exploitation is the operative word.
