The immigration system in Canada is totally screwed up and underfunded. I think that its nonfunctionality is partly deliberate -- if they processed everyone quickly millions of people from the third world would be here in no time, but their inefficiency and understaffing is kind of a floodgate. Unfortunately, it also frustrates and keeps out a lot of top quality immigrants who we need.
