I was under the impression that Nokia's strategy was to go on selling all types of phones without paying any royalties to Q at all. They apparently believe that they can just say "put it on the bill" and then argue forever over the exact size of the bill. How else can one interrupt their public statement that time is of no concern when it comes to paying royalties to QCOM?
