I can see the point you are making(and just caught up on some of the previous posts), but personally, I would never declare a surplus while going further in the hole. But then again, we are not all in the self promotion business as are most politicians.

Not sure how valuable the argument is in any event. Andrew Jackson had the nation out of debt but still had a big credit crunch during his administration and did little stop the growing gap between the north and south. I've maintained that ratios by themselves are poor indicators of success.
