I still think you tax and give an incentive to the energy client rather than the energy source. Put a $2K per year license plate tax on any passenger car that gets less than 15 MPG and a $2K tax credit on any passenger car that gets better than 40 MPG. Maybe a $1K tax per year on anything less than 20 MPG and a $1K credit on anything better than 35 MPG. Move the numbers up 1 MPG a year for 10 years.

Gasoline problem solved... the same model could be used for other clients from refrigerators to home heating/cooling.

The other option would be to tax and incentive the auto makers with about the same numbers but I don't think it would be as effective.
