I think that's an excellent idea. If you can afford a Hummer, then the tax shouldn't be too much to pay. Those taxes can then go directly to funding the credits for the conscientious folks who drive high mpg cars. I like it.

The other thing to note is that the poor typically drive the smaller cars. So that would be good for them as well.
