I think some of it is stress but I also think conditions/policies allowed such developments to occur and certain types of people who get their jollies off on torture were attracted to the situation........and enhanced it. Sure, but consider going out on the streets of a culturally foreign country, and having a large majority of the indigenous population there want to kill you and having some succeed. Can you go there? It's enough to make you pretty mean and hateful. Al
