The first cut was too big. That's why the taxes were risen to closer to the optimal point.

Nothing like this had ever been done before so it took guts to do it - yes Reagan had those - and the taxes were cut too close to your ridiculous example of "zero" which obviously yields nothing.
The correct tax cut in the first place would have been to the level reached by Reagan's tax increase correction.

By cutting too much Reagan made a mistake but smart as he and his advisors were, they understood and admitted to that by correcting their mistake.

Liberals would never have done any of that.
