I think we can still continue to deal with Russia the old fashioned (Cold War days)way:

The "pre-emption" theory does not apply to all international situations. The issue of dealing with Russia should be a long term plan wherein we use our CIA and our broadcast networks such as the VOA etc. to capture the minds and hearts of the people and alienate their leaders from them.
