We are indeed borrowing "against" Social Security, or more specifically, the "Social Security Trust Fund" that was supposed to be saved up for future benefit payments. Same way one "borrows against" their home equity or their 401k. It has to be paid back one way or another.

It's possibly semantics, but are you saying that SS has been in deficit and we borrow to pay out in period outlays?
