If the investment was obviously one that had a good rate of return it would already be made and without requiring government subsidies or mandates.

As for free energy after the initial investment - That isn't true, you need to continue to invest and maintain in order to continue to get the energy. It is true that for many of the alternatives capital costs are a very large part of the total required spending but that doesn't mean everything is free after that. As for the rest of the ROI I largely covered it with my comments about the new jobs. Yes the investment may have a positive real return, but so would have other investment that would have taken place with the same money.
