Not necessarily true when the competing industry is heavily subsidized. And you have other issues. Renewable would be primarily a domestic industry, and there are national security as well as economic security issues. Balance of trade. Health cost of air pollution. Cost of global warming (if that proves to be an issue). Possibly the entire cost of the Iraq war (if you believe we are fighting to protect our oil interests). US leadership of a new industry/technology.

That's why I put "free" in quotes. Certainly you have to amortize the tooling and equipment costs. But if you want to consider every cost then please acknowledge every benefit and savings.

Net negative or positive on an ROI basis? I don't think anyone could tell except in hindsight. But the intangible benefits are tremendous.
