I think whether he can actually vote on bills may be irrelevant as a bill doesn't get to a vote unless it gets through committee, and so long as this senator is breathing, on his own or artificially, the dems control the committees.

Even if he can't do anything for the next two years the dems still control what investigations get started, tax stuff that makes it to the floor, etc.
