But that's the thing.......there are segments of the population who don't agree with other segments partly because they have not progressed as fast as the other segments. Their educational and income limits are lower. Their POVs are reinforced by their ideology and/or religion.

Uhmmmm, rather than ask in ambiguities, why don't you spell out exactly what you are asking? What "segments" don't agree with "other segments", and on which issues? Low education and low income sounds like the US black population. What exactly are you asking? From what I can tell the black population has made tremedous strides in the past 50 years in terms of education, health care, economics, equal rights, you name it.

And what ideology or religion of these mysterious segments are you talking about? Any "segment" that has an ideology or religion that tells them not to progress with the rest of society is, of course, gonna get left behind.

But since you brought it up, what exactly are you talking about????
