The working population is decreasing, because Baby Boomers are starting to retire and the generation that comes after them is not as large. It is a well known demographic fact that the number of workers in this country will decrease dramatically unless we make up the difference with legal immigration.

This is a much bigger problem in countries like Japan and Western Europe than it is in the US. Especially Japan since their immigration policy is basically "don't". The US, being an immigrant country and accustomed to taking in outsiders, is doing very well in comparison to the more closed (and also aging) societies like Japan and Germany.
