I'm not sure where you get your one soldier for every 25 civilians, unless you heard it as some rule of thumb. There is nothing absolute about it.

You rarely have one soldier per 25 civilians. OTOH it often isn't needed.

If you had such a huge number of soldiers you could serious put a lid on things, OTOH there isn't any particular reason to think that number is necessary, or even that (in the absence of non-military successes, or massive sustained brutality) that it would be sufficient to actually resolve (rather then just keep down) the problem.
