To many in that government have there own agenda. They display that clearly all the time. And they were very transparent about it when they were drafting there constitution. That is just human nature. We are all like that. The best way for Iraq to form a government that will work in the long run would be to become there government and then slowly build them into the process. That takes a long time but it would effectively take Iran and Syria out of the picture. And it would let the Iraqies live in some form of a democracy long enough to where they see the benifits and it starts to become part of there culture. It takes a long time.
