You do remember, don't you, that the President opposed the creation of the Department of Homeland Security, congressional action on Port Security, Creation of the 9/11 commission, and a lot more.......

My reply to your comment about this being the first President who took the battle to the enemy, I would say that being effective in the fight has to count, as well. In that regard, I still struggle with the Administration's record.
