Don't think it really works that way.

At least, not in the long-run. 'Talk' can't put a price ceiling on anything --- only action can.

It's the stalled refinery capacity too that is supporting high gas prices. With improvements in technology in the last 29 years (when refinery building stopped), building cleaner refineries is possible. And one proposal to avoid the 'not in my backyard' syndrome is to build them in abandoned military bases strewn across the land.
