And my point was that during the big price hikes last summer there was all the hubbub about huge oil company profits but limited refining capacity, which could be further erodes by events like Katrina....so the President proposes using decommissioned military bases for construction of some new refineries. These sites are already "dirty" from an environmental viewpoint..and they are somewhat isolated..and the "neighbors" are already used to noise, traffice and such.....and the oil companies had a ton of cash they could spend on refineries if so inclined. We were told there was plenty of oil but not enough refining capacity.

My question remains...why didn't the President and congress jawbone the oil companies into developing some new refineries on cheap, available domestic sites, spread across the country instead of on the gulf coast?

The idea just seemed to fade away. The oil companies didn't seem interested..as Buddy points out. But more importantly to me..the republican president and republican congress, both of which don't like overdone regulation and support business....didn't grasp this golden opporunity. Why?
