They are too poor and disorganised to pose a threat to us. The poor and disorganized can pose a threat. Many violent criminals are poor and not well organized. Also some terrorists groups are neither poor not disorganized. Such groups are not likely to be able to pose an existential threat (a threat to our nations existence or to the existence of western civilization), esp. if they don't get multiple nukes or extremely effective bio agents; but a threat well short of existential can still be very serious and justify a strong response.
