Been giving this some thought - I suspect these ipos are very tightly held and that they are in effect controlled 51% or more by one entity or group with similar intentions and that many never intend on consumating a transaction. BUT why?? retrun seems too small to issue IPO and warrants and sell off warrants and wind down stock for under IPO price. Is it money laundering?? is is tax loopholes? is offshore financing related? I am sure I will never knw
