When Lynch wrote that though spreads were usually a quarter (at least on Nasdaq). Also the fund managers probably were often buying on the bid, selling on the offer, and larger transactions were "crossed" somewhere in the middle (most likely). FIDO has it's own Market Makers and floor brokers.

The system really does not bother me, I guess there has to be some sort of rule.

you can't be sure a limit order will actually get filled. Also, this arbitrary rule helps Elroy keep the game simple (ie it takes less time to manage).
