The M4 is just a short M16. It is mainly used for its light weight.

Theoretically, the smaller round was supposed to have so much velocity that it would stop attackers better than the M14 or M1. In reality, the M1 has the most one-shot stopping power and the M16 the least. But you aren't hitting anyone with one shot with these M16s. One concept was the wounding capacity of the M16. With so many rounds, many more enemy soldiers would be incapacitated with wounds than killed, which is often better.

The argument is similar for handguns. The .357 magnum hollow point has by far the best one shot stopping power. 9 mm full metal jacket is a mouse gun. However, if the enemy is wearing a vest, the 9 mm. cuts through those suckers like nothing, while the vests handle the .357 very well.
