Don't you think that, if we don't self destruct, we will be able to create a computer of superior intelligence within a time frame a lot less than geological time by "superior intelligence" you seem to mean so-called "Strong AI". the debate of Strong vs. Weak AI is not settled. if Strong AI is not possible then we should not be surprised our galaxy is not overrun with AI that could not exist in the first place. if Strong AI can exist then we might be surprised as you suggest, and thereby tentatively conclude that there is no other intelligent life in our part of the galaxy.
