This is fairly interesting on the lightning rod topic also (especially the last few paragraphs that refer to the NFPA-780 standard):
straightdope.com

But I guess there's no reason to believe lightning rod standards would be immune from in-fighting, new entrants trying to unseat the "incumbent" standards and suppliers, arguments that the new entrant is selling snake oil, lawsuits, etc.
