I think you're right about that. It's much like the collapse of the Soviet Union, which continues to be touted as Ronald Reagan's crowning achievement. In fact, the Soviet Union collapsed because of it's on internal economic problems more than anything else. It had nothing to do with them spending money in an arms race with us, because they had basically stopped spending on nukes and missiles by the early 80s. They just didn't have the money to spend.

I remember attending an economic conference in 1988 where three different experts on the Soviet economy each predicted that the end was near. They were right.
