And how do you know "have" has progressed to "had"? You have an awful lot of epistemological certainty on select subjects.

Arms inspectors were duped for over a decade by Germany after WWI, until they gave up and the Germans started manufacturing weapons openly. I'd say you are terribly naive to believe UN inspectors definitively proved there were no WMD in Iraq prior to 2003, especially with all the rope-a-dope games the Iraqis played.
