Lomborg wrote The Skeptical Environmentalist, in which he insists that Kyoto doesn't do much for the money invested. Which may or may not be true but is beside the point. The point is that Kyoto is a first small step towards a much larger investment in CO2 reduction. The EU president seems to be aiming towards a 20% reduction of CO2 levels(no base line has been established, no time line has been established. A lot of political pieces of the jigsaw puzzle have to be put into place. If the US gets on board for 20% then the EU president has said it will up its anti to 30%.
