When NCLB grants rolled out, our school received a paltry sum. It did not make up for reductions in other grants. Some of the missing grant money was due to the lack of children with free or reduced lunch; not poor folks attending, no aid.

The idea is a good one, but as in every good idea, asking government to administer a program for it is inefficient. As in all government programs, the more local the government, the better the governance.

(Yes, I acknowledge that certain programs like foreign policy and forestry are not efficient at the local level.)
