Are you nuts? It is a recipe for bankruptcy. If one of your costs go up, and you can't increase prices, you first try to expand your business. If that can't be done you try to cut costs in other areas. If you decrease your business, the first thing you risk is losing customers because you can't service them and/or you are viewed as unreliable. Even if that doesn't happen, your margins are even lower and you might not even be profitable.

I think he wasn't being highly specific and literal, but I have no reason to believe he doesn't have a company, or that he hasn't (or wouldn't consider) laying off employees or cutting back their hours in response to a tax increase. It would hardly be an unusual action.
