Are you going to stand around while a friend or a neighbor is struggling with a disaster just because there isn't much money in it for you? All I can say about the Hurricane Fran article you posted is that they must be an exceptionally selfish bunch there. That hasn't happened here when a hurricane hits, despite a similar law. People are eager to help, just like after Katrina when Texas, Arkansas and other states took in much of the population of that part of Louisiana.
