No you don't. It pisses people off. They feel that you are profiting at their expense. And you risk losing their business forever.

Which most actual human beings have. Are you going to stand around while a friend or a neighbor is struggling with a disaster just because there isn't much money in it for you?

All I can say about the Hurricane Fran article you posted is that they must be an exceptionally selfish bunch there. That hasn't happened here when a hurricane hits, despite a similar law. People are eager to help, just like after Katrina when Texas, Arkansas and other states took in much of the population of that part of Louisiana.
