Fine. If the question were properly phrased so would 90% of the respondents. If the question were "Regardless of whether you think it will fail and whether you think it is a good plan, do you want the recent plan to increase the number of troops in Iraq by 21k fail or do you want it to succeed?" I think you would have gotten better responses.

Leave George's name out of it, and you're question is more relevant in determining whether the public wants success or failure.

You're just equating, as did the respondents to the poorly worded question, dislike of George and disapproval of the plan with a desire to see George fail.

People are not as spiteful and hateful and selfish as you imagine.
