When I lived in Silicon Valley, San Francisco decided to try and diminish the homeless problem. Their solution?

They decided to confiscate the shopping carts the homeless kept all their worldly posessions in. So, the SF PD would hang around homeless people, and as soon as they left their cart to do something like root through a dumpster at a KFC for a meal, the police would confiscate the "abandoned" cart, throw out the contents and take it.

Oh, sure, that's the kind of place I want my city to be - a city where, when kind-hearted people donate tents to the homeless, the city stages a raid and cuts them up.

People from the city cut up the tents? Why?
