As I understand it, a person receives unemployment benefits for two years. So people who are unemployed can stay on the list for up to two years; that's what I meant by a different treatment of the unemployed.. That increases the unemployment rate but it doesn't exaggerate the unemployment rate. Do you understand the distinction? It makes the number of unemployed people higher. It doesn't cause a false report of a higher number that isn't based on reality.
