Under Clinton FEMA functioned. Bush is trying to kill government in order to privatize everything. But if you convert our medical system to a single-payer system, you can't control who will run the government throughout the future. That is the point. Single entity systems lack robustness against mismanagement. Multi-player systems are more robust, since if one is mismanaged customers leave for a better one. I'm not in favor of mercenaries BTW. The military with an equitable draft would be much better IMO in terms of shaping foreign policy adventures. No dodging for sons & daughters of high governmental positions either.
