You can hardly blame George Bush because of the inefficiencies of the people in the mayor's office, and the Governor's office. The mayor made things far worse because of his Liberal ideas that highway buses were somehow going to come and magickly move the people in danger out of harms way, instead of using the city buses at his disposal, as a result people were stranded and the city buses destroyed in the flood. You cannot blame Bush because the governor didn't ask for the national guard promptly and you cannot blame Bush because he moved money onto the hands of the governor, and she didn't spend it.

Bush is not allowed by law to assume control in a disaster in a state, he can only do what he is asked to do, and it all has to be done by bureaucrats and it takes time. Have you ever tried to deal with bureaucrats in the government? They don't move any faster for the Governor of Louisiana than they do for you, and there was a flood, and a hurricane, there was probably no one in the office to do the paper work, and the money cannot be turned over till the paper work is done.

part of the problem is getting Democrats and Republicans to work together, the other part is the paper work. The mayor asks the Governor that is one set. the governor asks the president that is another set then the president responds, and they have to send estimators and all kinds of crap. Now imagine with everything else nagy was trying to handle paperwork. Think about the problems with CNN and all the other concerns he has to get someone to file paperwork.

Now they have people all over the place, and destroyed shit all over the place, and nothing can be touched without the proper permissions, from the owner, and the insurance companies, and the city, and no one knows where some of the owners are. Imagine wanting to clear a yard of trash and you cannot go on the property without all those permissions. And you cannot get the owners permission cause they aren't there. But it still isn't legal to just go clean it up. In making themselves safe from any government interference, the rules are so restrictive that even to rebuild New orleans, the paperwork will kill a forest. Think of building a house where you have to get planning permission and all that stuff. New orleans is lucky they have gotten this far.
