Apparently they could have put the money in a CD and received a better return, and perhaps have done as well putting it under a mattress.


First, I don't believe the guy. Second, especially for lower income people, there is a distinct chance that they would outlive their money and they can't outlive SS. And third a lot of people are too dumb (or too smart) to put their money in a CD.
