Actually, it was the Swiss embassy that originally voiced it. There have been many sources on the news and there has been more than one offer from Iran. Again, it is easy to google and find the news.

During the first round of offers, WH refused to come to the discussion tables because they felt they were in a big position of power and could dictate what they want.

More recently, the news is that US is not in position of power due to the mess it has made in Iraq and therefore cannot "bargain" effectively.

Here is my question to you: If US does not enter negotiations when it is in the position of power and does not come to the table when it is not in such a strong position, then when exactly will it negotiate? How is normalcy to return?
