Tim, you have to stop making assumptions and presenting them as facts.

Government funded research, especially basic research, was essentially cut off for several years in the early Reagan administration. NIH stopped issuing grants that didn't have an immediate, practical application for more than 4 years. It could have been longer, but I left UTMB in 1985. And it wasn't just NIH, but for everything that wasn't military. Just go and read just about any issue of Science or Nature of that time period.
